I think I struggle with the idea of a binary between 'low' and 'high' support needs when the reality is a lot less clear cut. If you are an adult who has gotten through life without support because none was available but paid the price in poor mental and physical health, does that mean your support needs are lower than someone whose support needs are more visible because they have accessed more support?
